Local Place Plan for The Royal Burgh of New Galloway and Kells enters formal consultation period
Following a year of consultation and writing led by New Galloway and Kells Community Council, our draft Local Place Plan is now ready for its final consultation, which will run until Tuesday 24th February 2026.
Residents' responses to two rounds of questionnaires, three drop-in sessions at two Town Halls, a stand at the Alternative Games and feedback on various drafts, have all been taken into account in the final consultation draft.
The plan aims to articulate the aspirations of New Galloway and Kells residents for the future of our Community Council area, to highlight which facilities, amenities and places are most important to residents, and make suggestions for improvements.
The Action Plan includes the following projects and proposals:
Manage speeding in New Galloway.
Improve pedestrian safety in New Galloway.
Manage speeding at Dundeugh junction.
Improve road safety in Mossdale.
Improve capacity to deal with health emergencies.
Manage public spaces better for biodiversity.
Enhance park facilities in New Galloway.
Create a plan for education in the area over next 5-10 years, to enable families to make informed decisions about where to live.
Support transition from education to rewarding employment.
Support local producers and retailers.
Improve connectivity between settlements.
Improve footpath access and connectivity.
Improve broadband speeds in areas with speeds below UK average.
Improve public transport.
Manage water quality.
Ensure protection of ‘special places’ and 'special habitats' (see document).
Support shift to low-carbon community.
Enhance community capacity to engage with nature restoration.
Promote more meaningful community involvement in land and landscape.
Provision of energy efficient homes.
Avoid building where flood risk is high.
Bring estate homes back into use as affordable rented homes or live/work space.
Develop housing options to enable older people to stay in the area.
