Community Action Plan (CAP) - Overview
In 2020 the Glenkens and District Trust (GDT) published a Community Action Plan for the Glenkens and district area in order to ensure that the needs and priorities of the wider Glenkens communities are understood and articulated.
Although wind farm fund distribution was a key driver to initiating the plan, the reach of the Community Action Plan goes beyond projects funded through that source and aspires to be a road map for the whole community over the next 5 years and beyond.
It is critical that the CAP remains a living document, owned and delivered by the community. The community has therefore organised itself to deliver the communities' priorities through:
A delivery vehicle: The Glenkens Community and Arts Trust (GCAT) is the key anchor organisation for the Glenkens, with the right expertise, an appropriate area of operation and the capacity to deliver on the ambitions and priorities set out in the CAP. It's 2023-2028 Strategy explicitly aligns its community development work with Community Action Plan delivery.
A local funder: The Glenkens and District Trust administers a number of community benefit funds on behalf of the Glenkens communities , with support from Foundation Scotland. Its funding strategy is aligned heavily with the CAP themes. The majority of its Trustees are appointed by its member Community Councils
An owner of the CAP: the CAP Steering Group was formed in 2021 in order to own the CAP, keep it relevant and ensure that its priorities are being delivered. It is made up of volunteers of all life experiences and interests from across our communities.
The Glenkens and District Trust formalised GCAT's status as a key anchor organisation in 2024, which comes with accompanying core funding from the Glenkens and District Community Fund in order to allow it to continue to work effectively on CAP delivery.

The CAP Steering Group is planning a refresh of the CAP in 2025, based on the Local Place Planning process currently underway.
